It is a sine of respect to learn the language of the country you live in or wish to become a citizen of. I don't expect someone to speak with the inflection of a native speaker but I do expect them to make some effort. I live in a foreign country and you better believe if I could not
speak at least some of the language I would not be able to procure housing, do any banking, call the police if the need arose, or get medical attention. These are basic things.
