Im not sure of the test equipment you have. The one time that I had to balance return this way was to set up a transmitter with a fixed db output at the last LE, then work my way backwards setting up the return..
If you do it this way you should have two people. with radios.. One inserting and the other at the next amp with a sweep or db meter towards the node setting the return pad. Then you leap frog back to the node. You need a transmitter for each person.. It goes real fast and you can set up a typical node in less than a day..
