Random noise at AMP/LE/Node


I'm definatly new to the reverse ingress mitigation field, but have picked up well on it. The one thing I can't get around is random noise at test points (in LE, AMP, etc) that doesn't show up back upstream. Example is on a C-Core LE (port on back), connected to SDA-5000 with new jumper pull the main reverse pad, close the lid and still see high impule between 20-30 Mhz, but the next LE up doesn't show any of this impulse. Where does this noise come from?

Same thing at a node today, connected my lil jumper to the middle out on a c-cor node and was showing noise before I even moved any jumpers to feed output to the middle output, and none of this noise was seen in the head end.

I am looking for a way to get clean readings from every test point, is there such a thing?
