Standard practice. If you measure both your analog and your digi's with a meter that measures peak power.
Looking at an analog channel and a digital haystack side by side you can see that the digi has much more power across the 6 mHz than does the analog channel.
The analog channel peaks at the video sinc where it is measured. You need to take an average across the haystack to measure it.
