if a prime is doing something causing all his techs to jump ship, then that's his own fault. secondly if a "contractor" as most installers, etc are classified is defined as being someone allowed to work when and where he wants, and being allowed to control his own profit and loss, not to mention performing that work generally speaking for multiple places, i would say that a 60 day hold is marginally legal at best.
