What you need to do is, call customer service and ask to speak with the plant manager or general manager for the system that you live in. They will of course have 100 reasons why you can’t talk to them. Just politely inform them that the network is not operating within FCC specifications, and that you would like to resolve this without going through the state office of cable television.
