check a fwd sweep. there could be a roll off. also, lower tap values have higher insertion loss. if there are low levels to begin with and nobody has troubleshot the problem, they may have took the easy way out and lowered the value somewhere. and that just adds to the problem further down the line. (ie. low levels at next active or at end of line.) also there also may be bad cable somewhere that doesn't show on a sweep. it may just have high-end loss. sometimes it is just as simple as knowing max. cable loss for cable on design along with proper insertion loss for each passive. do the math. i'm a firm believer in the calculator.
