Proper Output Levels At Tap

This is a question for the PM guys.

On a 20v/8 port tap, what should the signal levels be for digital service for 663mhz 693mhz and 711mhz?

I had an install that had +15 at channel 3, 15.5 at ch 5, 4.8 at ch70, 4.1 at 579 mhz and -1.7(minus) at 663, -2.0 at 693 and -2.4 at 711.

My boss says that a -2 at the higher frequencies is ok and not indicative of a plant problem.

Underground drop was 110 feet, through an NIU and ended up being -7.9 (663mhz) coming out of the house side of the NIU. After about 100 feet of housewrap and the 7db loss side of 3way splitter, I was getting -19 at the digi box. I wanted the tap levels fixed up higher but the boss says to put a house amp on instead.

I doubt he understands things like headroom or the additional gain that noise gets from house amps or the fact that a -8 is pretty damn low to be amping to begin with.

So what is your take on this, PM guys? I thought +8 to +18 was correct output levels on the higher frequencies.
