I have ran into this situation as well, the idea is that you can get an induced voltage form overhead power lines or a direct voltage for bare wires running with the cable drop. We did the bonding by making a hook out of the end of the messenger wire and placing it between the back nut of the span clamp and an additional nut on the back. The MSO provided the span clamps with 2 back nuts.
