More than likely, if your neighbor is still getting his locals, he's receiving only one of the two satellite signals. In our market (Nashville), locals come in on the 110. His dish may just need to be repeaked or it could be that he just needs to run a check switch.
To run a check switch test, press menu, then number 6, number 1, and number one again. Click on check switch, and then click on test. More times than not, this will fix it.
If that doesn't do it, press and hold down the power button on the front of the receiver for about ten seconds. Let it cycle through the power down/power up process, and then rerun the check switch.
If that isn't it, and you've repeaked the dish, he's either got a bad lnb or a bad receiver. HTH
