help if you can

im a cable installer and have only limited knowledge of dish. my neighboors satelitte has gone out a couple times this week but still gets his locals thru his dish, but doesnt have a antenna. i checked his co ax for any kinks or breaks in the line. the last one happened after a power outage. any suggestions would be appreciated
