Yes there is. Pay per view, movie channels and many more are not allow in a "public area". If you notice in most large hotel / motel chains the main channels shown in the public area: Lobby, breakfast room..etc are Locals, espn, CNN, FNN etc.
When the "illegal commercial account" is found, they usually fine by the channel & length of time it was on. It adds up to a big bill quickly.
