Slow Connection Speeds

I have been having trouble for about 3 weeks now with my Comcast internet..I play a game on-line and have pinged 50 for the past 5 years with TW....Comcast comes in and every morning I am having to re-boot modem to get connection...CSR issues a trouble call....guy comes out...I hate having any kind of tech in my house....Takes some readings, here are his numbers..2..-2..74..-5 11B..2 ...greek to me...so my speed test results show 4,000kbs download..and 300 kbs upload...I understand to play first person games those numbers really need to be about even.Thought it may be my cpu..then I checked wife's new laptop...hard-wired, not through router...same speeds. CSR tells me if she issues trouble call and tech see's nothing wrong he will charge me $32.50, I said the hell he will..Help me out guys..What the hell is wrong with my internet?
