This is exactly what our company does at several different properties. If you want to provide an L-band solution, you can contact your distributor for all of the equipment needed, and many will even help you to design and troubleshoot the system. If you want to build a headend, and allow the property owners to charge a monthly access fee, you'd need to contact Pace or Multiband, as they handle this type of work for DTV.
One additional bonus is the possibility to add a CMTS and run internet on the property. You can bill each tenant for the internet. We offer the property owners a percentage on the internet as an additional incentive.
If you add internet, be prepared to spend MANY hours troubleshooting the system and dealing with many different kinds of internet setups and demands from the tenants.
