Check out the fcc.gov website regarding HOA rules and regulations.
They (the HOA) can only go so far in telling you how you can install your satellite dish.
It states that if it will incur an unnecessary expense to mount it where they want it, you DON'T have to do it.
This also covers people in apartments, who can get the signal from their balcony without attaching anything to the building.
