Sounds like a pretty standard HOA requirement. If your HOA maintains the roof, its their call. Ive seen it many times where thery wont allow a dish to be laggged into the roof. If they dont maintain the roof I really cant see why they would have prblm. Or how they could restrict it from being done.
To be honest, a shingled roof mount is supposed to be a last resort kind of option. If it can go in the back, I would entertain the thought of having it mounted on a pole. Just make sure your installer uses flooded cable. You dont want to be changng out the buried cable in a year.
