The satellite world is all I have seen. I know MASTEC is a large company and so is Directv. Installations are an overhead cost and DTV continues to use MASTEC even after repeated reports of "unbusinesslike" conduct. The frauds I saw in a month or so at one office are reported over and over.
You are right about correct paperwork but just delayed payments can end a business. The volume of paperwork alone could be the problem. Fix errors or just ignore them? Add to that a little graft. Mix in a high percentage of employees and contractors new to their positions.
It goes like that.
