All your points are well taken. I'm just looking at the probable percentages (40% active, 5% illegal, 7% untrapped), and how those percentages most likely would work in the tech's favor. Of course if the system's a mess, like so may are, all bets are off.
I envision a contract where you walk down the street taking signals and using binoc's to verify disconnected accounts. Climb a pole occasionally. Hang a door tag occasionally. Enter the data into the PP on your way to the next house.
I still don't see any reason why a worker, and I stress "worker", in that scenario couldn't pass 200 homes in a day. And that ain't chump change.
