Yes, keep in mind that bonding and grounding are separate entities. Grounding a device does not eliminate the requirement to bond to the common electrode of a dwelling. If you were to establish an effective ground for the Dish Installation by driving in a separate groud rod, without bonding, you could in fact be adding gasoline to the fire.
