I would take a volt meter and set it on ohms and read the resistance between the strand and the vertical and then between the vertical and the amp can , then the strand and the amp can , also check resistance between the internal ground and the vertical , their could be some type of residue you can't see. I would also check voltage ac and dc from the amp to its ground and the vertical , if you have a tiny alligator clip with a small size test lead connect it to ac inside the can ,run the other end out of the amp can and close the lid and see if you have voltage drop . If that gives you no answers , get a hammer and kill the gremlin living in the amp and then replace the amp . Hope this helps .
