atsc (hd) modulator for distribution

did several jobs last week where either the csr's are lying or ignorant or the customer wasn't sure what they were ordering......could go either way, but that's not the point. on both jobs the subs were expecting a 622 receiver to be hd in 2 rooms and after explaining the why not's to the subs and doing the jobs i started thinking.............why not?ff

here's the question:

is there an atsc modulator out there that can take either a component or hdmi input and modulate that to atsc for home distribution to hdtv's (not monitors). i figure even if that doesn't exist in a consumer level product some of you head-end guys could give me a lesson on how cable co's do the hd thing even if it involves qam and what not since a lot of them are using dishnetwork receivers in the head end. anyone that knows about that later part, what are the receiver models that you use in a head end? is it just a consumer grade receiver or does dishnetwork have receivers specifically for that use?

thanks for the responses
