Contractors license = More paper work and more money to the Govt. for that pretty piece of paper.
Labor = The people who will determine how long the H.F.C. (or whatever) plant will operate and at what capacity. They do this by their quality of work and by deciding that they will be employed in this field.
So when the plant keeps falling apart and keeps losing money , the will decide to shut it down. Then Labor will build something else that other Professionals thought up. So the cycle continues.
