Public Access Channel (FCC)

Hey guys I need some help here....Let me start off with this bit of information..Our cable Tv system has the P.E.G channels and a channel called infomercials (commercials running all the time on products)...There is a person that is trying to put up a new Leased Commercial Access channel on our line-up.. He is saying that we are required by the FCC to let him do this..To my knowledge we do not have to let him do this because we have a channel that is already doing this (infomercials channel)...We have a total of 80 channels..Please help me out..if you need more information please let me know or if you know of anyone that I can call to point me in the right direction please do so...Thanks
