I usually don't hire subs (unless its a special job & its a trade I'm not specialized in -- like concrete). But my experience is (and I only deal with the big primes), these primes are maxed out on who they can hire as employees.
For those of you who don't know all the costs involved, there are workers comp costs, liability & auto insurance costs, benefits costs, uniforms/tools/trucks/fuel besides JUST payroll costs. The more a prime has to pay for an "employee", the less employees you can afford to hire. This is why most hire some amount of contractors.
