My business is in place and I have diversified so that I don't have to depend solely on CATV. I wouldn't do Sat/Dish if my life depended on it - there's no money in it.
I will keep my business plans to myself.
I understand your intent of regulating and I respect your passion for it, but I just don't agree that it will work. The FCC is full of politicos, a lot of the so-called engineers and construction supervisors hired by the Telcos and MSOs have minimal education and no business common sense. I see it everyday (a perfect example is the so-called Prime who can't afford to pay his subs until he is paid). There are too many obstacles. And really you cannot compare the electric company to cable TV. I know there is some danger in this job, but working with high-voltage requires much more skill and training.
I am done with this debate. It will never end....
