I think he works the same f field as I do. Example. A company will say they are paying employees $35/hr. But what they do is split it $20/hr +15/hr truck and tool allowance. Usually the $15hr allowance is only for the 1st 40hrs.

So on straight time you would be paid $35/hr only 20 of it taxable. On OT you would be making 30/hr (the OT rate of 20/hr) all which is taxable.
