Technically, in a subdivision, the property markers are set away from the street. Most property "iron pipes" are set 15-30' away from the edge of pavement. The area in between these points are the utility right-of-way, as long as the power is already run there. In a new subdivision before power is laid, Cable is not permitted to run yet, by law. Even to the house, power must be run first. cable is not a "utility". So if your are inside the survey "property irons", you must have homeowner permission to bury cable there. Easements are the Gray area.
