All correctly stated. Where it gets interesting is the point where the utilities (phone & power) lease space to non utilities like CATV. Cable companies pay for locations on the poles but are not utilities.
When a sat guy lags a dish into a climbing path on a pole it gets real interesting.
Underground is even more interesting.
The homeowners of suburbia like right-of -ways and easements because if they mow them they can use them but don't pay tax on them. I did hear of a power company getting complaints because their trucks and mower contractors chopped up crops growing under transmission towers.
It's all good.
