Classic example of why there are professional code of ethics. It takes the guessing out of the situation by setting a standard.
IMO, this is something that couldn't be considered offensive if it was something hanging on someones porch or in someones house. But it has no place in the workplace and neither do those songs. Although I cant help but think that since you're the type who feels that this use of the rope can be considered 'traditional', I'm guessing those songs may not even have anything racist about them. More than likely just a bunch of vulgarity. Vulgar and racist are 2 different things, but neither belong in the workplace.
