I think it's dead before it gets implemented. The FCC has simply adopted the rules, they still have to be approved by our fine and handy Federal Gov't. ...and seeing how the chairman of the FCC oversight committee in Congress says that he is working to kill the new rules before they become law, I'd say it's pretty much dead for now.
The problem with the current rule/bill is that it's asking local municipalities to give up the right to make decisions in their own communities and turn Easement/Right-of-way rules over to "Big Brother". I"m sorry, but I'd rather not live in a city or town where the local council just turns over power and control to larger entities. Soverienty of the State is a tough nut to bust.
Telco's will just have to rewrite the thing and send it up again.
