The problem Duck is the MSO only orders 10% over the BOM. They do not account for the fact (especially pads & eq's) that if there are 25 techs splicing they need at least 2 of everything and 5-10 of each pad and eq to start with. I have attended many a meeting with the MSO's project manager just to hear them say why do you need so much and in the same breath say they expect a certain deadline met and the levels within 2bd. They never account for bad equipment and extra equipment needed bacvause of poor design. I have never seen them account for enough pads & eq's on any job.
