"Legally" your cones and any traffic signs are considered traffic control and if set up properly will warrant a citation from the police if they observe someone ignoring your traffic control.
Years ago we had closed a lane with cones just down the road fro a high school and the kids kept running the cones down. A single concrete block under four or five cones did some serious damage to daddy's car. When the police did show up we told them the blocks were there to keep the wind from blowing the cones over. They just smiled and told the pissed parents to go home.
