I saw that episode as I'm a die-hard Mythbuster (and in love with Kari Byron). Actually, here's how it goes, and you can consult your episode before calling me out on it:
If you're standing up, by the time your pee reaches the 3rd rail, your urine is broken down into little droplets because the stream isn't continuous as you stated. However, the closer the stream is to your body the more it is a continuous stream. That's why when Adam peed on the electric fence, he felt a "little tingle", lol.
So yes, you can get voltage going up your urine stream if you're close enough to the fence.
