i've heard texas is considering something like that on a statewide level. i can't remember the name of the cert but it would apply not just to catv, but basically for all the low voltage trades such as phone, sat, and hometheater. i wouldn't expect security to be included as that already requires a seperate license to work. i agree that it would be a good thing, so long as that cert actually meant enough to get the hatchet throwers out (and thus finally causing demand for people to outstrip "supply").
