part of it was to make sure that large states (virginia) didn't reign it over small states (rhode island) there was a concern that if you were from a very large state and running for president then it wouldn't matter that the rest of the country thought since at the time there was much more interest in your local issues than the national issues since most people still didn't consider themselves americans as much as new yorkers, virginians, etc.

the second part i believe is what you are after and it is the ingrained belief in our country that everyone that doesn't agree with you or at least fit your caste is fundamentally ignorant and therefor someone needs to be there to make sure that the idiots didn't screw the whole thing up. remember that until this country was formed the word "democratic" had a "low" conotation. people in charge were put their by their god or gods and the people eating peanuts from $hit were as well.

remember that when for the people, by the people was written, most people weren't allowed to vote. poll taxes, poll tests, etc. it's always been this way, but there was a time when honor meant something and the politicians had to travel unescorted through the same streets as a well armed public. those two things probably had a big effect on just how far you were willing to take your corruption and immorality.

honor and unescorted? dang, the politicans used to be just like US! imagine that.
