The prime dependencies on this will be the amount of streams offered(from the VOD server) vs. the amount of VOD capable STB's. But the VOD platform provider can help you with the server portion, once you select them.

The server will then stream to a VOD QAM which will then be narrowcasted per Tx(typically, unless you have a REALLY small system).

It sounds like you may indeed have a small enough system which does not require too much prework, as you say "the" RPD(as opposed to RPD's), but you'll get a better idea of how it works, and what to do with your system to prepare, by talking with the VOD platform provider. If you have a system integrator who typically does some HE work for you, they might know as well, since they may know your system fairly well.

Usually VOD take/buy rates(amount of simultaneous purchases/streams), are estimated at 10 to 15% of total VOD capable STB's. So if you have 200 STB's per Tx, you'll need roughly 2 VOD QAM carriers per Tx to handle this amount. A very basic rule of thumb is 1 QAM carrier(10 streams) for every 100 STB's on a node...and round up for growth(again...very dependant on your system & expected growth).

So as you can see...the more dense your Tx allocation is with STB's, the more segmenting you might have to do. But if your system is fairly light on the Tx to STB number, then you may have little to nothing to worry about.
