Your spec could be 6 to 10 dbmv down from analog, however, this should be dictated by your Tx specifications.

If you have more than 1 type of Tx, with more than 1 recommendation, being 1dbmv off or maybe even 2 shouldnt cause major issues, but any more than that & you should accomadate your RF combiner for it. Might be a good idea anyway, if budget & setup permits.
