Well I am not familiar with the Motorola DAC, but I would assume it's pretty simular to SA DNCS. We use NCUBE(C-COR NOW) they did the VOD server setups (turn key).
Number of subs per transmitter needs to be looked at. In our case we almost went 1 transmitter for each node or did some narrowcasting. It really depends on your system design. I would start with these guys or consult your engineers.
