Make it simple. If your caught in the states illegally then you should be imprisoned for a period of not less than one year and be forced to do all the manual labor neccasary to keep a prison running so as to have the prison system less of a burden on the tax-payers. After one yaer you earn a one way ticket back to your country of origin and $100. Do that to every illegal coming over and the floods will cease.
