Salary caps may not be, however excise taxes surely are. In the 50's and the like would get taxed 90% after their first 250,000 annually. THis led to companies paying their employees more money, because the 90% tax after 250 G's is a killer. Also, our health care was not deregulated as it is today. Health care is a public service and should be treated similar to police, fire fighters etc.. Could you imagine your house is being burglurized and when you call the police they ask how you plan on paying them to come out?
I am not talking Hillary care hear at all! But, in the 1950's we had excise taxes on the corporations and regulated health care and that seemed to work fine for the middle class.
