Lots of greed out there - look at Halliburton in Iraq and all the mismanaged/misused money for the comfort of their employees, and the Super Bowl party testified to by a former employee...and how much money is "not accounted for" ? Cheney may not be affiliated with them on paper, but you can bet he's in the mix somehow....why would he give all that up? Those with money just continue to make more....talk about salary caps, how about putting them on political individuals? And get rid of the "perks", too.
