I'll tell you exactly how you deal with this issue. You pre-call the customer and ask if they have land based phone service. If they say, "no", then refuse the install based on the fact you would be charged back even if you were to install phonelines. If they say, "we don't have it yet, but will in two or three weeks", then tell them you need to reschedule the install until after they have phone service up and running.

The companies really need to look at handling this issue differently. For enstance, if the company pays 70/20 and expects phoneline then they should pay that rate for installs when customers have land based phone service and chargeback the tech only if those customers have non-responders. But in the case of customers who do not have phone service the company should only pay 70/15, of course the tech would not be expected to do anything with phonelines (no more of that crap of being told to run phonelines regardless of whether or not the customer had phone service). The company would be required to pre-call every customer (something they are supposed to be doing anyway, but rarely really do) so they could note which customers have land based phone service and which don't.

Of course none of the companies will adopt this plan as they are to shortsighted to see the fairness of it.
