If your able to "ping" out under cdm? And you have switched the modem out? It is not the modem.
Try going into:
Internet Explorer Internet Options:
General Tab:
Delete Cookies, Then delete all files (with the inner box checked)
Security Tab: Default level
Privacy Tab: Allow all cookies (At least until you get to the Internet)
Content Tab: Clear SSL state
Connection Tab:
Never dial a connection then LAN settings, automatically detect settings. Then click the "Use proxy server for your LAN" then go down and click "bypass prosy server for local address" , look in advanced to make sure there are no static IP address information" go back and unclick the "Use proxy server for your LAN.
Advanced Tab: Default settings.
Make sure you have a good home page defaulted.
Click out of your Internet Explorer and make sure any security is not blocking you and go back into Internet Explorer and it should work.
