Modem has me baffled

OK guys, try this one on for me. The modem will sync, all parameters are good, it pulls an IP, you can ping it with no packet loss, but it will not surf. Tried multiple modems, a good laptop to rule out the computer, everything, with the same result. All drop losses were calculated and are correct, but the same results happened when we took a modem to the tap also. I am sure we will figure it out Monday, but just for the sake of BS, what do you think?
