That is what I believe, but have had many tell me that systems will just replace as needed. That is what is making maintenance contracts so lucrative. I know I have spliced on several upgrades, where the cable was in bad shape, but sweep picked up what was bad, at least for the time they were sweeping, and you'd end up with quite a bit of replacements, re-splice, and sweep to correct it. I imagine soon as the upgrade crews blew through the node, it wasn't long before what was left started failing, and that is where maintenance crews started scoring. It would be nice to see some cable re-builds start kicking off.
