My friend you have whats known as electrical interference caused by a bad insulator somewhere between your antenna and the stations you are recieving. The best way to fix it is to call the power company and see if they have the meens to find and fix it.
They won't but you can try. You might try attenuating the particular frequency down if you can but I get the feeling your neighbor isnt going to want you to go through that much trouble and expense. Good luck w/ it and let us know what happens.
