analog off airs.......stars on the picture?

anyone know about off air antennas and what would cause "stars" on the low channels (4, 5) i'm trying to help out the old lady across the street and i've already replaced the splitter and pointed it to the right location........stars seemed to have cleared slightly, but that may just be pride talking.
