How did you come up with that cabtel. Did an accountant tell you that, or maybe some wimp with the IRS. That doesn't make it fact. If you give a contractor work with time frames, when they accept that work, they are also accepting the time frames. What order or manner they do the work in is up to them. Your information is wrong, period. Unless you went to trial and a court of law ruled what you are stating, which hasn't and won't happen, don't believe everything someone tells you, even when they may work for the government. The IRS does not make laws, Congress does. If someone from the IRS tries to tell you something that isn't true, tell them to OFF. Be an American.
