Mandatory Channel Leasing?


I was informed from my engineer that we will have to start providing channel space for lease to "customers/programmers/local businesses" for leasing. (between 10 and 20 channels on a system) It will consist of 24/7 use of a specified unused portion of our bandwidth to be used for "local" programming of local programmers/businesses/organizations. They will be responsible for providing feed/media and equipment.
This is new to me. He insinuated it was an FCC mandate. I can not find anything about this anywhere and other local companies do not allocate nor lease space to anyone. They do have there own ad insertions as we do also.
Anyone else ever hear of this?
I am not talking about falling into the geo of a local off air station.
