I am sure that the 23,000 employees average per year deserved the settlement for their claims they filed with the NLRB.
However, 23,000 claims per year with the US employment base of 121.6M in 1993 (138.4M in 2003) the percentage of NLRB successful claims total .02% and 99.98 % employee's either had no creditable claims against their employer or were happy with their employer.
